On May 22, the Specialized Committee of Underwater Emergency Rescue (hereinafter referred to as the Specialized Committee) held a seminar on "Underwater Facility Blocking Technology and Equipment" in Offshore Oil Engineering Co., Ltd. More than 50 leaders, including Song Jiahui, Lifetime Honorary Chairman of the Association and Chairman of the Expert Committee, Deputy Secretary-General Chen Liping, and Vice President of COOEC Yu Changsheng, as well as representatives from member units, attended the meeting. The meeting was presided over by Wang Wei, Director of the Safety Supervision Division of the Health, Safety and Environmental Protection Department of CNOOC.

 

 

At the meeting, experts and representatives of five member units shared cases and experiences on underwater pressure difference risk assessment and control, emergency plugging technology and equipment, and underwater plugging operations. A special discussion was held on the risk management of lower pressure difference and the future work development direction of the special committee.

 

 

Deputy Secretary-General Chen Liping, on behalf of our association, praised the special committee's "active innovation and daring to be the first", and held a technical seminar for the first time within the scope of the association, which effectively improved the safety awareness of diving operations in the industry and promoted the scientific and healthy development of the industry. Subsequently, Deputy Secretary-General Chen Liping put forward several suggestions on the work of the branch: first, to strengthen organizational construction, establish a good operating mechanism, formulate annual work plans, conduct industry research, and understand the current situation of the industry; second, continue to vigorously develop members, Strengthen publicity through different channels, and encourage the majority of units engaged in the diving and salvage industry to join; the third is to carry out various forms of education and training, seminars and business exchange activities to give full play to the resource advantages of each branch; the fourth is to promote informatization Build and increase impact.

 

 

Finally, Vice President Yu Changsheng and Chairman Song Jiahui made concluding remarks respectively. Vice President Yu Changsheng concluded that: this meeting provided a good opportunity for communication and exchange, and played a role in improving the underwater emergency rescue capabilities of the industry. It is necessary to formulate special committees and even industry and national standards and norms through the collection, translation, promotion and application of advanced foreign specifications. In the future, the special committee will actively build a platform relying on informatization and networking to promote relevant units in the industry to strengthen cooperation, share successful experience, and speed up the transformation of results, so as to contribute to the construction of the "three-in-one" rescue system of my country's sea, land and air. , to escort the construction of a maritime power.

 

 

Chairman Song Jiahui spoke highly of this symposium. He emphasized that it is urgent to formulate an effective, scientific and modern management system for diving and underwater operations and targeted industry standards. The future development of the special committee must be in line with the overall situation of national economic construction and development, the national marine strategy, and the overall layout of the country’s “One Belt, One Road” initiative. The special committee has huge prospects for work and development space. He also pointed out that the communication and exchanges between our association and the special committees and the special committees should be strengthened to jointly promote the overall technical improvement of the industry. All member units should report the hidden dangers and risks related to diving and underwater emergency rescue in a timely manner in accordance with the general requirements issued by the Association, so as to better adjust the management of diving training and improve the general management of the association.
